Utah County signs compliance agreement and bond for CMC Rock expansion; commissioners note distance to homes and engineering review

Utah County commissioners approved a compliance agreement and bond that will allow CMC Rock, operating as Westlake Material LLC, to expand an existing earth‑extraction operation by roughly 100 acres.

Staff described the operation as an existing open‑pit alluvial material extraction site that began operations around 2015. They said the site is not extracting minerals subject to Division of Oil, Gas and Mining bonding and that Public Works Engineering reviewed the proposed plan. Staff said they have not received public complaints about this site. Commissioners asked how close the nearest homes are; staff said residences near Pelican Point are approximately three miles away.

Commissioners raised questions about potential truck traffic and whether the expansion constitutes a significant operational increase; staff said the owner/operator, Todd Cusick (mentioned on the Zoom call), may provide more detail but that the expansion is largely an addition to an existing extraction area rather than a new separate pit. The motion to approve the compliance agreement and bond carried 3–0.
