Utah County commissioners accepted staff recommendations for two procurement items covering inmate services.
For inmate tablet services (item 16), staff reported broad vendor interest but only one formal proposal from Securus Technologies. Jail representatives told the board the program is revenue-based (services are paid by inmates) and that revenues go into the inmate trust fund to support inmate services. The commission accepted the recommendation to select Securus to proceed to contract-stage approval; the motion carried 3–0.
For inmate dental services (item 17), the evaluation committee reviewed two proposals and unanimously recommended RL Klein Associates, a management firm that subcontracts local dentists to provide on-site dental care. Commissioners moved, seconded and voted to accept RL Klein as the recommended vendor; that motion carried 3–0. County staff and counsel noted that award of an RFP is a recommendation and the actual service agreements will return to the commission for contract approval and any negotiated terms.
The sheriff’s office and medical/health services staff answered questions about local subcontracting arrangements, revenue or cost impacts and how services will be administered. The items were approved on motions recorded in the meeting and the commission directed staff to proceed to finalize contracts and return for formal contract approval as required by county procedures.
