Commission adopts midyear budget amendment to move CARES/ARPA funds to capital and operational needs

County staff presented a multi-part midyear budget amendment that reallocated CARES/ARPA and other internal funds to match ongoing administrative and department needs.

The largest adjustment was an approximately $7.6 million transfer into the county’s internal-service/admin services fund to cover grant-funded administrative costs and to allocate those sums across departments rather than keeping them as a general reserve. The amendment also increased the Recorder’s Office budget by roughly $1.7 million to account for additional positions and associated operating costs, and added $250,000 to IT tied to recorder-fee supported initiatives. Commissioners debated smaller items — a software implementation and maintenance package for the auditor, an annual DocuSign license request, and a $600 standing-desk purchase — and agreed to account adjustments and timing changes for items that could instead be handled in the next budget cycle or absorbed into existing contract-management line items.

Commissioners emphasized that the CARES/ARPA-derived transfer does not raise taxes and represents reallocation of existing restricted funds to internal service accounting buckets. After clarifying exhibit adjustments and corresponding fund transfers, the commission moved and seconded a motion to adopt the package as amended and passed the motion 3–0.
