After the commission returned from a scheduled closed meeting, a commissioner moved to untable item 27 and the board voted 3–0 to bring the item back onto the regular agenda. A commissioner then moved to appoint Joe Howdwell to the project coordinator role and another commissioner seconded; the motion passed unanimously.
Commissioners discussed funding and placement for the position. One commissioner explained the appointment is not an increase to the commission office: the position is a reorganization of existing county staffing and would be managed under the commission's direction because the grant funds associated with the work are allocated under the executive. The clerk/auditor supported moving the person physically adjacent to the commission offices to enhance collaboration, noting an email of support dated June 9. A commissioner noted the change is largely functional and intended to enhance program management rather than expand the commission's permanent headcount.
The board completed the appointment and then adjourned. County staff will handle administrative placement and any follow-up required by grant terms or internal personnel processes.
