Payson City seeks $40,000 in TRCC funds for 4 Bay Trailhead restroom; project already largely complete

Payson City planner Jill Spencer presented a work-session briefing to Utah County commissioners requesting $40,000 in TRCC funds to install a prefabricated CXT double-vault restroom at the four-bay trailhead in Payson Canyon.

Spencer said Payson City has already purchased 500 acres in Payson Canyon for protection and recreation, completed a parking lot and pedestrian truss bridge, installed fencing and signage, and obtained required agency permits (including Utah Division of Water Rights) for bridge placement. "We have the parking lot that's completed with the pedestrian truss bridge, the trail connections, fencing has been installed, landscaping signage," Spencer said, and the restroom is the remaining element.

Spencer said Payson City secured an outdoor-recreation grant from the Governor's Office of Economic Development and has contributed nearly $100,000 to the project; the $40,000 request would be about 15% of the total project cost because Payson would contract directly with CXT to save approximately $10,000 on the restroom purchase. A county commissioner noted TRCC funds are existing revenue collected locally and not a new tax. Commissioners said the project fits regional recreation and scenic-byway goals and thanked the city for the partnership; staff noted no formal decision would be made in the work session but that the commission would consider the request in its funding process.

Next steps: Payson City will provide any follow-up materials requested by county staff as the commission considers TRCC allocations.
