Utah County raises procurement quote threshold to $5,000, restores commission approval for contract waivers

The Utah County Board of Commissioners approved an amendment to county purchasing policy Jan. 26 that raises the purchase documentation threshold from $2,500 to $5,000 and clarifies when contracts are required, while restoring a role for commission approval in exceptional contract-waiver cases.

County procurement staff told the board the policy change responds to inflation and administrative burden. Under the current policy, departments must document competitive quotes for purchases above $2,500; staff said that requirement has generated substantial paperwork for routine buys and can discourage efficient procurement. Staff presented a 2021 analysis showing purchases between $2,500 and $5,000 accounted for roughly 8% of county spending and that a theoretical cost difference if departments selected the second-highest of submitted quotes would have been about $27,000 countywide.

Commissioners pushed back on delegation for edge cases. Commissioner Sakovich said the board should retain approval authority for instances where purchasing and legal recommend altering whether a purchase requires a contract; procurement staff said those scenarios are infrequent (they estimated fewer than a dozen a year) and often involve expedited needs, but staff confirmed many purchases that would otherwise require contracts are already routed to commission approval by dollar thresholds for appointed and elected department heads.

The commission voted to approve the threshold change while amending the draft to restore language preserving Board of County Commissioners approval when the purchasing agent and county attorney recommend an alteration to the contract requirement. The motion carried 3–0.

County staff said the change should streamline training, align county thresholds with the state and neighboring counties and reduce paperwork while preserving transparency for exceptional decisions that would otherwise be routed to commissioners.

Next steps: staff will update the ordinance language to remove inconsistent phrasing noted during discussion ("in excess of" versus ‘‘above/between’’ language) and will provide the commission with the supporting PO-level data underlying the analysis on request.

Vote: motion to amend and adopt the procurement-threshold changes carried 3–0.
