Point of the Mountain commission outlines vision for 600‑acre mixed‑use development; RFQ process begins

Alan Matheson, representing the Point of the Mountain Commission, told the Utah County Commission that the state-led project to redevelop the 600-acre former Utah State Prison site aims to create a sustainable, mixed-use community that emphasizes jobs, transit, and open space.

Matheson said the commission has held open houses and outreach that engaged more than 10,000 members of the public and that the framework plan (released in August and produced with Skidmore, Owings & Merrill) emphasizes a "15-minute" neighborhood design, 25% open space, multimodal transit connections, and a central mixed-use hub. He said the state created the Point of the Mountain State Land Authority in 2018 to oversee development and that the authority's board includes statewide and local representatives.

Matheson described next steps: the board approved issuing an RFQ/RFP to select initial development partners in a competitive, multi-month process; anticipated inmate relocation next June, demolition and abatement beginning around August or September, and state work on backbone infrastructure before developers begin phase one.

Commissioners asked clarifying questions about incorporation, municipal services, and education ties to the business resource center. Matheson said the site will remain part of Draper City but that under state law the land-use authority will reside with the state entity; he said the Utah System of Higher Education will help run a business-resource component and that the project team is coordinating with Draper on municipal services and interlocal agreements.

What happens next: the State Land Authority will issue RFQs/RFPs for development partners and continue coordination with Draper and regional stakeholders; commissioners were invited to provide input as planning continues.
