County staff explained that a guaranteed worksheet (an estimate used to provide certainty in closings) had a 30‑day validity window; a closing delay and worksheet expiry produced a higher rollback calculation. The treasurer’s office said the payment check had been delayed and processed months after it was prepared. Commissioners debated intent and timeliness, noted the difference involved roughly $29,881, and voted 3–0 to grant the waiver/appeal.
