Commission hears large cost increases on several capital projects and delays a vote on CIP revisions

Utah County budget staff and the capital improvements committee presented a series of revised cost estimates and scope changes to the county’s 2022–24 Capital Improvement Plan (CIP), prompting commissioners to continue formal action to allow further review.

Rudy Livingston, the county’s budget manager and chair of the capital improvements committee, listed multiple changes: a STAFA building‑control upgrade rose from $120,000 to $357,000 (an increase of $237,000) after staff received an actual vendor quote; the North County master‑plan initial study decreased from $90,000 by $60,000 to about $30,000; a records‑storage building for the Spanish Fork campus increased by $400,000 from an original $1,000,000 estimate after staff refined program needs; and security fencing at the Sheriff Complex expanded from simple perimeter fence to include a larger guard structure, cameras and safety work—raising the estimate from about $1,200,000 to $2,000,000 (roughly a $750,000 increase).

Livingston also said the jail remodel estimate rose from about $5,150,000 to approximately $9,400,000 after the county added a mental‑health wing and related security improvements. A planned PPE storage building originally estimated at about $2,500,000 now includes office and training space, and Livingston noted the project sits on a list of ARPA‑funded items; commissioners discussed whether to increase the ARPA allocation or to fund the remainder from other capital funds. The Wildland Fire Building estimate went from about $750,000 to roughly $1,100,000, which staff attributed primarily to inflation.

Livingston emphasized that many numbers remain estimates until bids are solicited; the committee also proposed removing two items from the CIP that do not meet its capital‑project definition and said staff will finalize an equipment replacement fund policy. Given Commissioner Lee’s absence and the number of changes, the commission voted to continue consideration of the CIP amendments to April 13 to allow full participation and further review.
