Commission approves ARPA interlocal with North Fork Special Service District with subrecipient-monitoring language

The commission approved an interlocal agreement to pass federal American Rescue Plan Act (ARPA) funds to the North Fork Special Service District to support drilling of a well, and directed staff to finalize expanded subrecipient-monitoring language required under federal rules.

Staff explained the agreement makes the district a subrecipient of federal funds and therefore subject to monitoring, record access and single-audit requirements under 2 CFR 200 and the Single Audit Act (31 U.S.C. provisions referenced). Speaker 9 read the proposed monitoring provisions, which require the district to make records available to the county, state and appropriate federal representatives, and warned failure to comply could lead to withholding of future payments.

The agreement included a pass-through table that staff summarized as a total federal award column (referred to in the draft as $3,000,000) and a pass-through amount of $1,500,000; staff said the detailed award identification and CFDA information will be included in the finalized document. Staff recommended approval "subject to finalization of this language," and commissioners approved the authorization and signing of the interlocal with the added subrecipient-monitoring language.

The county grants administrator (Peter Brown) and the clerk-auditor staff will circulate the final version to commissioners before execution.
