Public Defender Association reports staffing gains and new nonlapsing funding to expand services

Benjamin Young, financial manager for the Utah County Public Defender Association, presented the office's Q1 2021 workload and budget update on April 28, reporting 1,052 cases for the quarter and estimating about 17,546 staff hours to cover those matters. He said additional funding approved by the Indigent Defense Commission (IDC) — roughly $405,000 in nonlapsing funds — will flow through the county and expand capacity for the defense office.

Young said the office now has 24 attorneys, which brought average attorney workload to about 56.2 hours per week (below the 60-hour target cited in earlier budget presentations). He highlighted that county-funded social workers, added last year, have freed attorney time by handling client service connections and follow-up, and that the office is pursuing 4E child-welfare reimbursement through DCFS to stretch county dollars further.

On finances, Young said timing of the nonlapsing IDC funding would make Q1 and Q2 look overspent on paper but that with the one-time funds the office expects to be within budget by year-end. He also noted contract labor costs related to a capital-case defense effort and said the office will provide more quantifiable data on social-work impacts at a future presentation.

Commissioners asked for comparative quarter-over-quarter breakdowns and Young said he would provide them by email. The presentation concluded with staff offering to follow up on details as requested.
