Board reviews policy advisories on surveys, visitors, library materials and immunizations

The Fountain Hills board spent significant time reviewing multiple policy advisories and suggested redlines to align regulations with district operations and state statute.

Student surveys: Board members discussed a draft regulatory change that would require any survey by an outside agency that solicits personal information about pupils to be recommended by the superintendent and approved by the board; parental consent requirements and an exemption for internal program-improvement surveys were debated. As drafted in meeting discussion, one suggested line read: "No survey... that solicits personal information about a pupil... shall be conducted without recommendation from the superintendent to the board for approval." Board members also proposed adding a clear category distinguishing classroom instructional surveys from outside-data-collection surveys to avoid impeding routine classroom activities.

Visitors and school tours: Members recommended simplifying the first sentence that currently reads as a parents-only invitation and instead make the regulation cover "visitors including parents" with a procedural exhibit. They favored using language that the district "may limit" visits, tours and observations when health or safety is threatened rather than "discontinue," to retain flexibility.

Library materials and records access: The board reviewed requirements to post a list of library materials purchased after January 1, 2023, on district and school websites for a 60-day public review period. Members discussed posting mechanics (batch posting, running lists) and operational burden on librarians; they agreed to run a short test with library staff to estimate realistic turnaround times and then finalize a response-time target (a five-business-day acknowledgment was discussed).

Immunization policy language: Members found the draft COVID-specific consent language confusing and redundant, and recommended removing the COVID-parental-consent phrasing because state law provisions already address immunization requirements.

The board agreed staff would redline the regulations and circulate the revised text; some items require additional operational testing (library records turnaround) before final adoption. Several redlined advisories will be forwarded to College Bridge (the regulatory platform referenced) after board edits.
