City staff said negotiations with the county remain underway to determine how grant-match responsibilities will be split and how the city would fund its share, including whether ARPA funds would be an appropriate source.
City staff told council members that simply signing the grant agreement would not obligate the city to proceed if matching funds were not secured. Staff said they have exchanged draft agreements with the county and will return the item to council after finalizing terms and identifying funding. Council voted to withdraw the bill from the agenda.
No final appropriation or commitment was made; staff will continue negotiating terms with county officials and prepare the item for a future meeting once match responsibilities and funding sources are clarified.
