Council approves most weed abatement assessments but separates Rental Rebuilds parcel after owner appeal

The Oskaloosa City Council held a public hearing Monday on a resolution to levy special assessments against private properties for weed cutting. Staff said certified notices were sent and the city follows a 30-day payment window before rolling amounts to property tax with a 9% interest schedule.

Wayne Miller (who identified himself during the hearing) and a representative associated with Rental Rebuilds asked council to reduce or separate the assessment for 921 Northeast Street, saying Rental Rebuilds did not own the property at the time of the earlier mowings and officially acquired the parcel on Sept. 22, 2025. "We respectfully request a reduction in the assessed fees to help us allocate more of our budget towards quality finishes and improvements," the speaker said.

Councilmembers asked procedural questions about ownership records and filed dates; staff explained the city uses county GIS data, which can lag recorded deed filings. After public discussion, a councilmember moved to exclude the Rental Rebuilds parcel from the group vote and consider the other four properties separately. The motion to approve the other properties (excluding Rental Rebuilds) passed by roll call.
