Clay County authorizes Victus commissary contract, citing lower prices and higher commission

The Clay County Commission voted to authorize county staff to sign a jail commissary contract with Victus after a presentation from county staff who reviewed two vendor proposals.

Andy, who presented the procurement review, told the commission the county evaluated two primary commissary companies — Victus and Summit — and recommended Victus because of responsiveness, lower prices for inmates and a higher commission rate for the county. "Victus gives 15% where Summit gave 2%," Andy said, adding that Victus’s local representative had long experience with the state prison system and had been responsive during contract negotiations. He said the commission could choose to remit commissary commission revenue to the county general fund or retain it in a jail fund for related expenses.

Commissioner (speaker 7) moved to authorize Andy to sign the contract, clarifying the motion to provide signature authority; the motion was seconded and approved by voice vote. There was no roll-call vote recorded during the motion on the record.
