The Planning Commission voted to forward a request from Sisters of Solace to change zoning at 3024 Frederick from R‑1A single-family residential to C‑1 neighborhood shopping district so the organization can continue operating low-impact office and job‑training activities.
City staff told commissioners the block contains several legal nonconforming low‑impact office uses and that the requested change would allow Sisters of Solace to continue residential program operations for women survivors of trauma and addiction and to do small-scale production of candles and body products as part of job training. Trina Clark, executive director of Sisters of Solace, testified the production is small‑scale (hand mixers and typical kitchen appliances) and that sales from the site are intended to further job-training opportunities.
Staff recommended approval with no conditions and commissioners voted to forward the request to City Council with a recommendation of approval.
