Board holds first reading of policy advisories including Jake's Law referrals and visitor‑to‑school regulations

The first advisory discussed was JLDAB, which relates to referrals to other agencies under legislation often referred to as Jake's Law; the advisory requires an opt‑in process for parents, publication of service‑provider lists on the district website and an annual report to the Arizona Healthcare Cost Containment System. Trustees noted this is a net‑new policy derived from statute and described implementation tasks for staff.

A substantial portion of the conversation focused on advisory 7‑18 (visitor‑to‑school regulations and associated exhibits). A public commenter earlier in the meeting urged keeping stronger language that 'encouraged' parents visiting schools rather than weakening it to 'may' (public comment, packet pages 121–122). Trustees observed that while the policy itself may be required by law, the district retains discretion over regulations and exhibits and asked administration to bring regulation/exhibit wording to a future work study so the district can tailor implementation to a small‑district context. Board members repeatedly expressed concern about workload and safety, asking staff to consider website postings, approval processes and the level of effort for producing records or responding to requests.

Trustees reviewed many other advisories (student surveys; family life education; immunizations; communicable disease; staff health and safety; accounting; basic instructional program; counselors and psychologists; hazing; graduation requirements; intramural and interscholastic sports; transportation and bus driver requirements; student admissions; library materials and resource centers; ceremonies and observances; and teaching about controversial or sensitive issues). Several trustees asked that the board adopt the policies as required but defer adopting regulations and exhibits until they can be reviewed and tailored in work sessions.

What comes next: Administration will solicit trustee input by email to identify which advisories should be pulled into a work study session and will return recommended regulation and exhibit language for the board’s review before final adoption.
