On Oct. 18 the Building Inspection Commission recommended approval of two ordinances addressing code housekeeping and ADU process alignment.
Item 6 would amend indexes of local findings incorporated by reference in the San Francisco 2022 Building Code, Green Building Code, Mechanical Code and Plumbing Code to correct technical omissions identified by the California Building Standards Commission. Staff emphasized this ordinance makes index corrections only; it does not change substantive building code requirements. The Code Advisory Committee recommended approval and the commission voted unanimously to forward the draft to the Board of Supervisors.
Item 7 (File 230310) would update local ADU procedures to conform to recent state law changes effective Jan. 1, 2023 (including AB 2221 and SB 8897). The amendments place the city’s 60‑day approval/denial timing language into the building code (DBI is the permit review agency), clarify when garage demolition for ADUs triggers neighbor notice, and reorganize ADU provisions to improve clarity. Planning staff said the city has already been processing ADUs consistent with state law; the ordinance aligns local language with current practice. The Code Advisory Committee recommended approval and the commission voted unanimously to recommend the ordinance.
Both recommendations will be transmitted to the Board of Supervisors for consideration. Commission members said these items should speed permit processing and improve clarity for applicants without altering substantive code safety standards.
What’s next: The recommended ordinances proceed to the Board of Supervisors; DBI and planning staff will continue coordination on implementation and public communication.
