The Millbrae City Council on Nov. 25 adopted a resolution and ordinance updating Millbrae’s municipal code to reference the 2025 California Building Standards and the 2025 Administrative Code. Community Development Director Andy Mogensen said state model building codes are updated every three years and the city’s action carries forward existing local amendments for permit time limits, energy and green building standards and automatic sprinkler regulations enforced by Central County.
Mogensen told the council the ordinance is being noticed as a public hearing under state law and is exempt from CEQA. Staff reported no substantive public comments on the item. The council voted 5–0 to adopt the resolution making findings that local amendments are necessary due to local climatic, topographical and geological conditions, waived the second reading and adopted the ordinance.
The council’s action ensures the city’s code references the state 2025 building standards effective Jan. 1, 2026 and preserves local amendments the council found reasonably necessary for Millbrae’s conditions. The item will be codified into Title 9 of the municipal code.
