Commission approves $346,700 signage contract and multiple change orders for Richmond Regional Sports Complex

The Richmond Board of Commissioners approved a contract and several change orders tied to the Richmond Regional Sports Complex during its most recent meeting.

The board awarded the signage and wayfinding package (project 604‑25‑02) to Sign Magic 2 Instant Signs of Lexington for $346,738.71, covering directional, intersection and on‑site signage across the 280‑acre park. City staff said funding will come from the Richmond Regional Sports Complex Project Fund and from the city’s general obligation bond series (approved previously by ordinances 23‑47 and 24‑30).

Separately the board approved three change orders for ongoing construction. The largest was a water/sewer/gas line change order to bore under Tates Creek Road and to address two gas lines across the property; the city manager described excavation and blasting work and stated the amount as $312,470.50. Another change order (bid package 2) adjusted building details including snow guards, grease traps and monument bases for $79,889 to Rising Sun Development. A correction was made to a prior line‑item amount for bid package 1 (bridge abutment wing wall extension), stated in the record as $39,177.50 to Allen Company after the clerk clarified the figure.

City staff told commissioners the unexpected gas‑line depth required additional work but that the totals remain within the project’s contingency and overall budget. Commissioners asked questions about the scope and number of signs (staff said there is an inventory and described the work as a large package covering hundreds of signs, not just two), and about color choices for university‑adjacent signage; staff confirmed the selected maroon matched Eastern Kentucky University’s updated PMS color.

All orders and change orders were approved by voice and roll call; the board recorded unanimous support for the signage contract and the change orders as presented.
