Monroe council approves $52,000 organizational classification and compensation study

Monroe — The City Council authorized a comprehensive organizational classification and compensation analysis to help align the city’s pay scales and position classifications with market peers.

Manager Robinson and consultant representatives said the proposed study will examine every position internally and compare pay and job structure to a cohort of similar municipalities. Dr. Everly told council the consultant will review internal relationships and perform an external market study to build a comparison cohort of similar communities.

Council approved a motion to contract with Vitrano Consulting for the analysis in an amount not to exceed $52,000 and authorized the director of human resources to sign agreements and the assistant city manager/finance director to amend the budget, including transferring funds from contingency or fund balance as listed on the fact sheet. The motion passed on roll call with all present voting yes.

Council members said the timing — during contract negotiations and after a decade without a full study — makes the review useful for bargaining and staff retention planning. The study does not automatically include elected‑official compensation unless the council specifically requests that additional work.

Staff will return with any necessary budget adjustments and the consultant’s timeline for completion.
