The Public Works Committee on Nov. 20 voted to send Proposal 3‑50 — an amendment and extension of the franchise agreement with Citizens Thermal (Citizens Energy) for operation of a district cooling/chilled-water system — to the full Indianapolis City-County Council for final adoption.
CFO Sam Barris told the committee the extension continues Citizens Energy’s chilled-water franchise and requires council approval because the company operates infrastructure in DPW rights-of-way. Barris said the agreement includes a cost-sharing payment equal to 5% of the franchise revenue or $2,000,000, whichever is less, with terms that permit renegotiation after 10 years.
Councilman Gibson moved the referral to full council; the motion was seconded and passed by voice vote.
No public comment on the franchise amendment was recorded at the committee meeting.
