Gardner proposes simplified FY2026 CDBG schedule; training to be recorded and offered Dec. 16

The CED Steering Committee reviewed a proposed FY2026 Community Development Block Grant (CDBG) mini‑entitlement application schedule and advised staff on publication and training plans.

Assistant Director (Speaker 2) proposed dropping a preliminary application step to simplify the process, publishing the RFP on Dec. 9 (moved from Dec. 2), and holding non‑mandatory in‑person training on Dec. 16 that would be recorded for applicants who cannot attend. "I'd like to move the publication of the RFP to December 9... and then have training for potential applicants on the sixteenth," she said.

Under the proposed timetable, applications would be due in early January, the committee would hold initial reviews in mid‑ to late January, and a final public hearing would occur Feb. 24 before staff submits the application by the March deadline. Committee members supported scheduling multiple hearings as a conservative approach that preserves flexibility; staff noted meetings can be posted and canceled as needed.

Speaker 3 and other members said the recorded training will help smaller nonprofits that cannot attend in person, and staff agreed to host in‑person training and send recordings to those who express interest. The committee also discussed incorporating additional pots of reallocated funds (for example, $90,000 from School Street School design and other program income) into the RFP so applicants can consider all available money together.

Next steps: staff will publish the RFP on Dec. 9, schedule training for Dec. 16, and circulate the final application timeline and public‑hearing dates.
