Urbana’s Bicycle & Pedestrian Advisory Commission voted on Nov. 18 to update its bylaws so the commission, rather than the mayor, elects one or two youth representatives who may participate in discussion but not cast binding votes.
The bylaw amendment, proposed in the meeting packet, specifies youth representatives must be ages 14–18 (allowing an 18-year-old to remain if still a student) and serve one-year terms renewable by a commission vote. "They shall not have the authority to vote on any matter considered by the commission that may bind the commission, the city or any of its departments, but may vote on motions that make nonbinding recommendations," the packet language read and a commissioner summarized in the discussion.
After discussion about eligibility and applications, commissioners moved, seconded and approved the bylaw language by voice vote. The commission then voted to elect two youth applicants named in the record (listed as Giselle Juarez, an applicant identified with Urbana High School, and Tim Friedman); those nominees were elected by voice vote when both applicants could not attend the meeting.
The panel also elected Bruce Mickelson as vice chair by motion and voice vote.
What was decided: Bylaws updated to permit commission election of one or two youth representatives, 14–18 years old, with one-year renewable terms; two youth representatives were elected by voice vote at the meeting; Bruce was elected vice chair. The changes do not alter quorum rules because youth representatives are nonvoting members.
