BPAC reviews bike-share operations, VeoRide removal process and multiple path/road projects

At the Nov. 18 meeting, Urbana’s Bicycle & Pedestrian Advisory Commission spent time on operational matters for bike-share and multiple capital-project updates.

Bike-share working group: Commissioners agreed a working group should review covenants and agreements used by Champaign, Urbana and the university so recommendations align across jurisdictions. A working-group Zoom will be scheduled informally and city planning staff (a new planner expected Dec. 1) were flagged as forthcoming resources.

VeoRide operations and obstruction procedure: Staff described the process for residents to report obstructing shared bikes: send a photo and location to hello@VeoRide.com (or call the phone number printed on the device). For immediate hazards public works can remove bikes and staff may escalate requests to the local operations manager if a bike remains in place for more than three hours. "If a resident is uncomfortable doing either of those, city staff is willing to make that request for them," staff said. The city website language has been updated to reflect these steps.

Local construction and safety: A commissioner raised safety concerns about temporary cones and closed sidewalks around a new Dutch Brothers construction site that were blocking bike lanes and forcing sidewalk users to cross the street. Staff said the closure appeared short-term (announced as about a week) but agreed to investigate improved signage and safer pedestrian routing while construction continues.

Project updates: Staff reported multiple project statuses: Florida Avenue shared-use path plans roughly 90% complete with construction targeted for 2026 (possible shift to 2027 to align with street work); Baker's Lane path construction began Oct. 20 with a winter pause; Perkins Road path is substantially complete; a Country Club/Perkins Road widening and sidewalk project was out to bid Oct. 24 with construction expected in 2026; Lincoln Avenue corridor study remains in design and public-outreach phases and an SS4a federal grant application is under federal review.

Snow-removal outreach and PSAs: Commissioners reviewed a proposed snow-removal/news-release text and discussed producing a shorter, punchier PSA for quick distribution when storms are forecast; one commissioner volunteered to draft a condensed version for the group to review.

Next steps: The bike-share working group will set meeting dates, staff will pursue clearer construction signage where public pathways are affected and the city will continue to coordinate with VeoRide to improve response times for obstructing devices.
