Board approves multi-chapter code cleanup and other routine items; animal-protection changes move forward

On Nov. 20 the Cobb County Board of Commissioners voted to adopt a banked package of code amendments touching multiple chapters — including administration (Ch. 2), animals (Ch. 10), building regulations (Ch. 18), cable franchises (Ch. 22) and fire prevention (Ch. 54). The group vote was carried out after staff identified sections with broad agreement and taking contested items separately.

Animal‑code amendments (section 10.135) drew support during public comment and from animal-welfare speakers who said recent state law and local ordinances give counties tools to curb illicit pet sales. Speakers thanked Director Steve Hammond and animal‑services staff for proposed changes intended to reduce unregulated pet sales and shelter overflows.

The board approved a number of technical and cleanup amendments in solid waste, streets/sidewalks, stormwater management standards, and assessment-district language. The board also approved several DOT procurement and contract items — including resurfacing, drainage repairs and signal equipment contracts — and approved an add-on to apply for federal grants tied to major events and law-enforcement mental-health funding.

A handful of items were pulled from consent for separate discussion: several Parks parcels, an economic-incentive item, and a streetlight-district charge that staff later explained and the board approved after discussion.

The meeting included multiple appointments to advisory boards and routine administrative actions. Commissioners closed with holiday messages and adjourned.
