Wausau council appoints ethics-board member amid questions about qualifications and multiple appointments

The Wausau Common Council approved an appointment to the city ethics board (file 25-1102) on Nov. 25 by a 9-2 vote after a debate about applicant qualifications and the practice of appointing citizens to multiple boards.

Alder Lukens opened questions about the application pool and historical expectations for ethics-board members, saying such roles traditionally include professionals like attorneys, clergy or physicians. The mayor noted that while there is no statutory requirement for an attorney, the city aims to achieve a cross-section of community backgrounds and that three more positions will be filled by April.

Alder Rasmussen said constituents had expressed concerns about repeatedly appointing the same person to multiple citizen panels and questioned whether the nominee (referred to in discussion as Mr. Filts) was already serving on other committees. "They had mentioned that in the context of the ethics subject that you would expect that those citizen seats would be occupied by people who are governed by some sort of ethical standard," Rasmussen said, urging variety in appointments.

Other council members, including Alder Killian and Alder Veil, spoke in support of the nominee's involvement and knowledge of city procedures. Killian said, "I would support his appointment to the ethics committee." The motion to appoint was moved and seconded and passed 9-2.

The mayor said the city will continue recruitment efforts for the remaining vacancies and noted several applicants are in the queue.
