Commissioners approve grants, procurements and a public hearing on solid‑waste code revisions

During routine business Nov. 20, the Board of Carroll County Commissioners approved several procurement and grant actions and set a public hearing on proposed solid‑waste code changes.

Key approvals included: authorization to pursue Department of Labor workforce grants (local impact fund and Roads to Careers initiatives) with potential awards totaling up to $925,000 across programs; authorization to apply for the Maryland Energy Administration's Local Government Energy Modernization (LGEM) grant (10% local match for implementation if awarded); approval of spending authority up to $400,000 to Carroll Occupational Health for occupational physicals and drug testing for Fire & EMS personnel (remainder of FY26); renewal of the Lexipol learning management system ($52,428) to track training and credentials; and a renewal contract with Sysco for Recreation & Parks food products (not to exceed $119,000).

Solid‑waste staff presented draft revisions to Chapter 50 (new bulky‑waste category, stricter hauler reporting deadlines and updated fee timing and billing rules). The board voted to proceed to public hearing and publish the complete revised chapter and notice.
