Council authorizes contract negotiations with Skanska for construction project management

Staff told council that the request for proposals for construction project management services (RFP CM-26-001) drew three sealed offers and an evaluation committee recommended Skanska USA Building Inc. as the best value.

"After negotiations were conducted, Skanska USA Building Incorporated was found to have the best proposal and the best value for the city," staff said during the presentation. Council moved, seconded and approved authorization for the city manager to enter into a contract with Skanska.

The RFP was advertised on the city website and the Virginia electronic procurement portal (eVA); an addendum was posted Oct. 15 and interviews were held with each offeror. Council members expressed support for the recommendation and recorded a unanimous roll-call approval.

Staff will proceed with contract negotiations and return executed documents or required approvals as applicable.
