Fishers OKs White River Park easement and three encroachment agreements; approves park irrigation and lighting work

City parks and public-works staff presented multiple park-related items that the committee approved.

Staff described a negotiated easement with Duke (Duke Energy) to provide electrical service to the planned White River Park, enabling transformer installation, restroom heaters for four-season operation, lights, cameras and monument power. The committee approved the easement.

Public-works staff (Jonathan, director of public works) requested upgrades to irrigation infrastructure and electrical improvements at Cynthia Park, including installation of lights on two fields; the committee approved the irrigation and electrical items and the lighting package.

Staff also presented three related encroachment agreements for neighbors east of the community center who requested a five-foot encroachment buffer so they can install fence lines without removing mature trees on the legal property line. Staff said the agreements are being offered at no cost to the city and were approved by the committee.

Staff noted coordination issues with adjacent schools and turf installations will be addressed in design and that drainage and stormwater policies are being considered for future athletic-field planning.
