Board approves preservation incentive for 42 South Quincy and designates R. Harold Zook home a local landmark

The Hinsdale Board on Nov. 18 approved a preservation incentive package for 42 South Quincy and separately approved local landmark designation for the R. Harold Zook home and studio in KLM Park.

Homeowner Molly Monty described planned work: weatherizing and updating original windows, adding livable space at the rear and upstairs, and later reorienting the garage to the alley (garage work is part of the permit but not part of the preservation incentive). The project was presented as 100% code compliant with an estimated cost of $138,500. The Historic Preservation Commission voted unanimously to recommend a property‑tax rebate and a matching grant; staff said the property‑tax rebate is expected to save about $3,400 over five years and that the matching grant (50% of eligible costs) would reach the program maximum of $10,000 for this project.

The Board also considered a second‑read motion to designate the R. Harold Zook home and studio in KLM Park as a local landmark. The Hinsdale Historical Society was the applicant. Trustee Braden announced a recusal due to his role as board president of the Hinsdale Historical Society; the remaining trustees voted to approve the ordinance.

Staff said the preservation grants are disbursed only after work is completed and reviewed by community development. Trustees thanked staff and volunteers for program administration and encouraged homeowners to use preservation incentives to maintain historic structures.
