Coffee County delays $35,000 water‑line purchase for JD Sartain Road, approves several budget amendments

The Coffee County Commission voted to postpone consideration of a $35,000 budget amendment intended to purchase pipe for residents on JD Sartain Road who have lacked water access for about five years. Commissioner Chambers moved to postpone the item to January, the body debated whether "table" or "postpone" was the appropriate parliamentary motion, and the motion to postpone to January passed 12–4.

Chair and several commissioners said approving the amendment that night would not immediately spend the money and could serve as a fallback if alternative plans — including work with the city of Manchester and possible grants — fell through. Other commissioners emphasized that postponing the item would allow more time to pursue alternative solutions and to ensure the appropriate infrastructure is specified (for example, pipe size).

Separately, the commission approved multiple budget amendments labeled as capital projects and transfers. Recorded actions included:

- 11 B 1: Various transfers and adjustments, described as mostly transfers; motion approved (15 yes, 1 abstain). A decrease to fund balance of $8,675 was noted for continuing education and longevity pay not included in the original budget.

- 11 B 3 (ambulance fund; number 11820267): Approved for equipment purchases and other needed expenditures; noted as a decrease to fund 118 of $263,206 (motion approved 15 yes, 1 abstain).

- 11 B 4 (rural capital project fund): Approved a decrease to fund balance of $195,000 to finish the oil‑collection facility at rural solid waste (motion approved 15 yes, 1 abstain).

Commissioners said the budget items had been approved previously by Budget & Finance on Nov. 6 and that separate recorded votes were taken on individual items. The chair instructed that items postponed to January will return on the agenda as old business.
