Commission refers stand‑alone misconduct policy to committee and hears immigration policy review

Commissioners received a Police Policy Research and Recommendations (PPRR) briefing on MPD’s immigration policy. Commissioner Shamfield said PPRR reviewed policy 09‑04 and concluded MPD does not participate in federal immigration enforcement; the committee recommended clearer city‑wide notifications if federal immigration activity is noticed, expanded BWC activation guidance when officers observe related activity, and follow‑up research with lawmakers on local legal protections.

Director Russell Fuso of OPCR presented a separate recommendation urging the development of a stand‑alone bias/****** misconduct policy to explicitly address non‑criminal bias misconduct involving members of the public. Fuso said such a policy aligns with national best practice and would reduce ambiguity in investigations and training.

Vice Chair Olsen moved to refer the matter of a stand‑alone misconduct policy to PPRR for discussion and to work with the city attorney on a draft resolution for full commission consideration. The motion passed by roll call (10 ayes). Commissioners spoke in support; MPD Implementation Unit staff indicated alignment but cited capacity constraints.

PPRR and OPCR will coordinate next steps, and the commission asked staff to work through prioritization and timing with MPD and the city attorney's office.
