Council members questioned the recommended helmet age (16 vs. 18), the size of fines (examples cited ranged from $200 to $500), how officers would enforce speed limits on trails and sidewalks, and whether local rules could conflict with state law. Staff emphasized an education campaign using SROs in schools, HOAs, social media and signage at parks as a first step and suggested monitoring the ordinance after initial implementation.
