Votes at a glance: Uintah County Commission approves minutes, warrants, tax abatements, library MOUs and permit refund; moves to closed session

The Uintah County Commission took the following actions during its Nov. 18, 2025 public meeting in Vernal.

Approval of minutes: The commission approved minutes from Oct. 28, Oct. 29, Nov. 5 and special meetings on Nov. 6 and Nov. 12 after corrections were noted. (Motion made by an unidentified commissioner; voice votes recorded as 'Aye'.)

Warrants: Clerk/Monitor Mike Wilkins presented three warrant runs: Oct. 31 for $900,998.79 (including a pass-through grant of $88,001.34 to Kimberly Horn), Nov. 6 for $526,449.83 (including $98,500 to Green River Construction for remodeling and $41,696.39 to Atkinson Sound for conference-center audiovisual equipment), and Nov. 14 for $383,327.86. A motion to approve the warrant runs carried with unanimous 'Aye' votes.

Tax abatements and assessor adjustments: Commissioners approved an abatement for unsold lots in Lucky Acres totaling $4,046.61 and an abatement for Levitt Investment of Vernal LLC for $5,481.94 (serial 050130010) covering taxes from January to May 2025 after purchase from Ashley Valley Water and Sewer (tax-exempt). Uinta County Assessor Danette Brooks also requested an adjustment for serial 512953 to correct a valuation error (reducing taxes by $6,323.78 and a 2024 refund of $5,691.58 payable to Linda L. Murray, successor trustee), and an adjustment of $260.60 for serial 174548 (Phase 1 Properties LLC) due to a deed transfer from Roosevelt City. The commission approved the assessor's requested adjustments.

Library agreements: The commission approved a memorandum of understanding between the Uinta County Library and six bookmobile outreach host sites and a memorandum of agreement with the Utah State Library for OCLC records/services. The library representative said the OCLC agreement would purchase 100 records for 2026 at $0.79 per record and that the attorney's office had reviewed the documents.

Building-permit refund: Community Development presented a building-permit refund request from Samantha Atwood for a permit issued in April 2023. Under county policy (refund up to 80% minus inspection fees), staff recommended a refund of $3,245.60; the commission approved the refund.

Closed session: An unidentified commissioner moved that the commission go into closed session to discuss pending or imminent litigation pursuant to the Utah code citation read at the meeting; the motion carried on voice vote and commissioners planned to reconvene briefly after the closed session and adjourn.
