The Todd County Board of Commissioners approved multiple human-services and planning-related contracts Nov. 18.
Rural Minnesota SEP (RMSEP), a private nonprofit partner in the Minnesota workforce system, gave an annual update and asked the board to approve a Jan. 1–Dec. 31, 2026 contract to continue MFIP and DWP employment services. RMSEP representatives (David Smith, program administrative manager; Becky Costner, team leader; Scott Pipcorn, employment counselor) described services ranging from on-the-job training and wage reimbursement to career coaching and summer youth programs. RMSEP reported local performance metrics and a stated return on investment of $2.88 in payroll taxes for every $1 of county investment. The board approved the contract renewal.
HHS then presented a STEP purchase-of-service and host-county contract renewal to continue day treatment, habilitation and supportive employment services for clients with mental health and developmental disabilities. Commissioners moved and approved the renewal.
In planning and environmental items, Soil & Water staff presented the 2026–2027 feedlot program delegation agreement with the Minnesota Pollution Control Agency. The delegation agreement and two-year work plan will provide Todd County $86,090.60 for each of 2026 and 2027 to operate the county feedlot program; the board approved the delegation agreement.
Commissioners praised staff and contractors for continued services and asked for standard reporting to continue with the adopted agreements.
