Commission approves consent items, staff previews ADU update and Hillcrest Drive disposition hearing

At the Nov. 17, 2025 meeting, the Thousand Oaks Planning Commission approved the consent calendar, including a general-plan conformity determination to transfer the city-owned property at 524 West Jan's Road to the Conejo Recreation and Park District. The motion to approve the consent items passed 4-0 with Chair Farris absent.

Community Development staff reported that the City Council meeting scheduled for Dec. 2 was canceled. Staff said it will bring an accessory dwelling unit (ADU) ordinance update and a resolution ratifying Ventura County Fire Protection District building standards to the council consent calendar when the council reconvenes. Staff also mentioned a fiscal-year 2025–26 financial transfer from the General Fund to the CDBG fund; the amount of the transfer was not specified in the report.

Staff previewed a Jan. 12 public hearing to consider a consistency finding for disposition of city property at 401–403 Hillcrest Drive to the Conejo Recreation and Park District and to consider recommending a development agreement to the city council that would maintain existing general-plan land-use designations for the property. No action was taken on those upcoming items at the Nov. 17 meeting.

The commission adjourned and noted a potential next meeting on Dec. 1, 2025 at 6 p.m.
