Orland Park’s Committee of the Whole recommended adopting an ordinance that would amend Title 1, Chapter 14 of the Village Code to permit the administrative hearing officer greater authority to impose nonmonetary relief, require remediation and order corrective action for code violations.
Staff told the committee that Governor J.B. Pritzker signed a state bill on Aug. 15 that amended municipal adjudication procedures and allows hearing officers to include such nonmonetary relief in orders. Staff said adopting the ordinance is required to implement those statutory changes locally and provides tools to compel compliance without immediate recourse to circuit court. Trustee Leopoldt and other trustees supported the measure as a compliance tool rather than a revenue source.
The committee voted to recommend adoption; the recommendation will proceed to the Village Board for final adoption and implementation details will be incorporated into the village’s administrative adjudication practices.
