Glendora adopts new master schedule of fees, aims to raise recovery to 82%

The Glendora City Council voted 5‑0 on Nov. 12 to adopt a comprehensive master schedule of fees and a user‑fee cost‑recovery policy prepared with Matrix Consulting that raises the city’s recovery rate from 67% to 82%.

Deputy City Manager Marie Richey (presenting material prepared with Matrix Consulting) told the council the study — the first comprehensive review in roughly two decades — provides legal and technical justification for recovering costs consistent with state law. The presentation estimated a projected revenue increase of about $600,000 annually and a maximum recoverable revenue of approximately $1.3 million; the proposed fees, if approved, will take effect Jan. 1, 2026. "The study provides the justification necessary to recover costs legally, transparently, and fairly," the presenter said during the hearing.

Councilmembers praised the comprehensive approach and the increased recovery rate as responsible stewardship of taxpayer dollars. The ordinance to adopt the fees was moved and seconded and carried unanimously. The city will publish the fee summary and implement the schedule on the effective date; details were included in the agenda packet and were advertised in the San Gabriel Valley Examiner as required by law.
