Glendora approves $2.09 million traffic signal upgrade and $376,085 stormwater master plan

The Glendora City Council approved two infrastructure contracts on Nov. 12: an HSIP‑funded traffic signal modification contract to Select Electric, Inc. for $2,087,197 and a professional services agreement with Kraft Water Engineering for a stormwater master plan not to exceed $376,085 (including contingency).

Civil Engineering Assistant Abel Paglias described the traffic signal package — which includes installing protected left‑turn phases at six intersections, converting pedestal signals to mast arms at two, adding high‑visibility crosswalks, upgraded lighting and ADA curb ramps — and recommended Select Electric as the lowest responsive bidder (engineer’s estimate $2,190,075; bids ranged up to $2,580,236). The council authorized change orders up to 10% and a tentative notice‑to‑proceed of Dec. 8, 2025, with construction beginning Jan. 5, 2026, and about 270 calendar days of work.

Environmental Services Analyst Stephanie Ryan presented the stormwater master plan scope: field inspections, CCTV, H&H modeling, a GIS‑based inventory and an interactive web map to identify projects and funding opportunities. Kraft Water Engineering was the low, responsive firm after scope alignment; staff requested a $126,085 supplemental appropriation from Measure W funds to fully fund the $376,085 total. Council approved both measures 5‑0.

Both items include contingency budgets and delegated authority for the public works director and city manager to execute contracts and limited change orders.
