Atlanta City Council honors outgoing President Doug Shipman with proclamation and portrait

The Atlanta City Council on Nov. 17 recognized Council President Doug Shipman as his term concluded, presenting a formal proclamation, the first 'Spirit of Atlanta' award and an official portrait.

Council Member Boone read the proclamation, saying Shipman had been “widely regarded as a coalition builder” who “worked to unite neighborhoods, institutions and civic partners.” President-elect Marcy Collier Overstreet presented the Spirit of Atlanta award and said she plans to continue the honor in Shipman’s name.

Shipman, who opened his brief remarks by thanking family members for their support, said becoming council president had been “the honor of my life” and credited the mayor’s office, department heads and council staff for helping advance the city’s agenda. “We have had an effective four years on council,” he said.

Council members praised Shipman’s attention to detail and collaborative approach. Council Member Jason Dozier and others recalled Shipman’s policy focus and constituent work, while Finance Committee Chair Howard Shook thanked him for bringing “a level of civility” to meetings.

The ceremony included a portrait unveiling and a reception; council members and staff took photos with Shipman and the award recipients. The council then moved on to the rest of its business, including proclamations honoring New Disabled South and the city’s Sustainability Ambassadors program.
