Commissioners press schools for details on reallocating funds to contracted mowing as staff voice concern

The Sullivan County Commission spent substantial time Nov. 13 debating a school-system resolution to reallocate funds from eliminated maintenance positions to pay a third-party contractor for mowing and grounds maintenance.

Commissioner Glover introduced the item, saying the board of education identified certain maintenance positions as no longer necessary and proposed using the money to cover contracted services. Several commissioners questioned that approach and argued the apparent savings should be redirected to support-staff raises.

"Why don't they take that money and divide that amongst the support staff first of all that they got?" Commissioner Glover asked, urging prioritization of school support employees. Other commissioners pressed for transparency about where the contract money currently resides and what the long-term fiscal implications would be.

Sponsors said the positions were eliminated through attrition and that contracting proved cheaper than purchasing equipment and paying benefits. Commissioners asked the school system to send staff who understand payroll and contracting to the next meeting; the sponsor agreed to present those answers and moved the item to next week’s calendar.

No final county action was taken Nov. 13; commissioners said they expect school officials or knowledgeable administrators to appear at the forthcoming session to explain how the reallocation will affect employees and services.
