The Public Humanities Commission voted to create six subcommittees and to staff them with named commissioners, formalizing work on historic preservation, facilities, volunteer recognition and new recreation programs.
Chair Morocco said the ordinance changes the structure and language for boards and commissions and reminded members that commissions are advisory bodies. "Section 2.9-111 limits the scope of powers and duties of commissioners," Morocco said, reading aloud language that says commissions review and recommend but may not demand staff or documents. Several commissioners asked staff to verify ambiguous language and whether the commission could adopt "prescriptive standards" or whether that would require a council legislative act.
Committee formation and terms: the commission approved forming these six groups: Minor Alterations (commissioners Lang and Galassi), Facilities Users (commissioners Yousafzai, McCauley and Lang), Volunteer Acknowledgment (expanded to cover all volunteers), Bringing History to Community/preservation (including outreach and potential Mills Act mailings), Franklin Park playground committee (to continue until council action), and Alta Vista Pickleball committee. The chair's motion designated the committees to run through Sept. 30, 2026, and asked each committee to present written goals at the next meeting.
Historic preservation and outreach: Commissioner Galassi presented a preservation-plan rationale that recommends direct mailings to property owners on the existing survey, a periodic mailing to Mills Act contract holders, a community event for landmark property owners and consideration of sidewalk-embedded brick markers to identify designated properties. Community development staff said a professional survey and legal review will likely be necessary before changing the eligibility list or creating mandatory protections under CEQA.
Budget committee and timing: Commissioners also voted to form a budget/wish-list committee to identify priorities ahead of the CIP and budget cycle. Commissioners agreed the CIP process begins well before the council's final budget and asked the subcommittee to produce suggested priorities in time for departmental budget planning in January.
