Shelton Planning and Zoning voted on Nov. 12 to not accept application 2522, a proposed major modification to Planned Development District (PDD) 84 for property at 493 Bridgeport Ave, citing missing wastewater/connection review from the Water Pollution Control Authority (WPCA).
Staff and counsel told commissioners the city's new process requires applicants to complete WPCA review before the commission schedules a public hearing. Attorney Tiedoza summarized the options for the commission: accept the application (which starts statutory timeframes), reject it as incomplete, or accept but not set a hearing immediately. Counsel and staff said WPCA had not yet reviewed connection/capacity issues and that the application had been delivered to staff only the prior Thursday, limiting time for full staff review.
Commissioner Cristiano moved that the commission "not accept the application 25 22 as it is incomplete," and Commissioner Kelly seconded. The motion passed unanimously, 6–0. Staff said the applicant may resubmit once WPCA and other checklist items are complete.
The commission asked staff to place on the record the specific checklist deficiencies so the decision is defensible and consistent with the commission's adopted procedures.
