Harrisville Project Management staff reviewed revisions to the Heavenly Road Subdivision plat and told the developer to deliver outstanding agency approval letters so the city can complete an administrative final approval. City Administrator Jenny Knight and City Engineer Matt Roberts stressed that the project’s preliminary approval window and any available six‑month extension are time-limited and the applicant should supply county and service-provider comments promptly.
The bulk of the discussion centered on parking. The developer reported the current design produces roughly 2.69 parking spaces per unit, slightly above a cited 2.5 baseline some staff use for comparison. Several staff members and the fire representative, however, said that garage interiors shown on the plat are only about 20 feet deep, making them effectively single-car garages. That, staff warned, would shift parking demand to 450 West and other public streets and reduce the project’s long-term viability with buyers.
City staff and the applicant discussed options the developer could pursue: enlarging selected unit footprints to create true two‑car garages, adding more visitor stalls on private drives, or reconfiguring internal roads so private streets provide additional parking while maintaining required fire-turnaround access. The developer said he can upsize some buildings and add exterior stalls in the east portion and would submit revised drawings for staff review.
Matt Roberts reiterated that final city approval will be administrative once all service letters are submitted and said staff would follow up when the applicant resubmits. No formal motion or vote was taken during the discussion; staff and the applicant agreed to continue coordination and to target the next meeting cycle for updated materials.
