Representatives for the Gardner Grove Subdivision updated Harrisville staff that they had incorporated preliminary review comments, recorded boundary-line agreements along the south property line and planned to submit a final plat to Weber County as soon as county review comments are received.
Developers asked the city to show a 20‑foot temporary drive approach from 1750 North to Lot 3 to provide interim access between Lots 2 and 3; city staff said that temporary approach could be shown on construction plans and that any buyer of Lot 3 seeking a wider permanent access would follow the normal development-review process. Staff and the developer also discussed a small pond within the proposed right-of-way: the city said it would fill only the portion necessary to construct the roadway and would not authorize broader filling beyond roadwork without a separate agreement.
On traffic, staff noted that a traffic signal will be required when the adjacent development reaches 100 units; underground road infrastructure is planned as part of the city’s road project and the developer or Utah Department of Transportation (UDOT) would later install the aboveground signal when triggered. Staff requested updated title reports to cross-check recorded easements; developers agreed to provide copies for staff review.
No formal motions or votes were taken. The developer said they expect county review comments back as early as next week and hope to record before the end of the year or present a final plat by the city’s December 11 meeting.
