The Los Alamos County Planning & Zoning Commission on Nov. 12 approved a variance to reduce the side-yard setback at 114 Piedra Loop in White Rock, allowing Philip and Monica Knoll to replace an existing garage.
Danielle Valdez, planning manager for the Community Development Department, told the commission staff found the application met the variance decision criteria in the county development code and recommended approval. "Staff finds that the criteria has been satisfied," Valdez said during her presentation.
Valdez said the new structure would add about 1,460 square feet of building area and that the proposed 14.5-foot setback is measured at the closest corner to the property line. She noted total proposed lot coverage of 4,829 square feet — approximately 5.54% of the lot — which remains below the 10% allowance in the residential agricultural (RA) zoning district. The Interdepartmental Review Committee (IDRC) reviewed the application on Sept. 25, 2025, and raised no issues; staff said drainage mitigation will be required during building-permit review.
After closing the hearing to evidence, a commissioner moved to approve the variance based on the findings of fact established at the hearing and authorized the chair to sign findings of fact and conclusions of law. The motion was seconded and passed on roll call.
The chair read the appeals process after the vote, noting that actions by the Planning & Zoning Commission may be appealed to the county within 15 calendar days under the county development code.
