Planners said the application rezones the parcel to the IP zoning district to permit data‑center uses, an on‑site utility‑scale energy storage system and related uses, and includes special‑exception requests for locating uses on moderately steep slopes and for an off‑site residential driveway to remain usable. Staff recommended approval with conditions that address building‑height compatibility, mechanical‑equipment screening, setback distances, noise limits and a prohibition on lithium‑battery storage at the site unless safety and siting issues are further resolved.
The applicant told the board they had capped building height at 70 feet (below the IP zoning maximum and below some other data‑center proposals), committed to fenestration requirements on multiple facades and agreed to site screening and setback conditions. Applicant representatives described a graphene‑based, long‑duration energy storage technology and offered to avoid lithium‑ion chemistries on the site. Neighbors and environmental groups raised concerns about steep‑slope grading, Goose Creek proximity, and cumulative impacts from quarry and industrial uses nearby.
