Council adopts rental‑registration ordinance to add certificates of occupancy and inspections

The City Council voted to adopt Ordinance O‑22‑25, updating Glen Heights’ code to establish a residential rental registration program that includes certificates of occupancy for rental properties, revised procedures for annual registration and a framework for inspections.

Mayor Sonya A. Brown presented the second reading; staff described the measure as clarifying how the city will operate and enforce rental registration and inspections. After a brief motion and second, the ordinance passed 5–2, with two council members dissenting.

Council discussion did not produce substantive amendments during the vote. Staff said enforcement responsibilities and operational details would be handled by city departments under the revised chapter. Members asked for additional implementation details, but none were added at adoption.
