The Pahrump Regional Planning Commission on Nov. 12 approved a conditional use permit for a small restaurant and produce market on a 4.44‑acre, split‑zoned parcel at 6451 South Homestead Road (CU 25‑23).
Planning staff told the commission the project is principally within the RH 4.5 zone and requires a CAT‑2 site development review, including proof of adequate water rights and septic connections. Steve Cantwell, the applicant, said the business began during the COVID pandemic as a farmers‑market vendor and has expanded; he told commissioners he expects to employ roughly seven to 10 people during peak season. “We just want you guys’ help doing it right,” Cantwell said.
Commissioners asked technical questions about building placement and the location of food preparation areas; public works clarified a special‑condition correction that the right‑of‑way dedication for condition 13 should reference South Hawkins Way. Planning staff recommended approval subject to standard and corrected special conditions.
Commissioner Bohannon moved to approve CU 25‑23 based on the staff findings and the corrected condition; the motion carried. Staff noted the approval permits the applicant to proceed to the mandatory site‑development process (which will review water rights, septic, traffic and other infrastructure requirements) before construction can begin.
The approval is final unless appealed to the Nye County Board of County Commissioners.
